The report was produced by Jubilee Debt Campaign (UK) based on research carried out by Angela Wood for a number of European organisations. It details countries' progress with HIPC conditionality, analyses which conditions are causing the greatest problems, and goes into detail about particularly contentious areas of conditionality, such as macroeconomic conditions and privatisation.
